Fairness Defined
Impartiality. Fairness refers to such aspects of the assessment program and evaluation system as equal opportunity to acquire the knowledge and skills to be assessed, use of developmentally appropriate assessments, sound procedures, appropriate use of evaluation results, and reasonable demands on the teachers being evaluated in terms of such factors as time, costs, and personal resources required.
